Poland to build 500,000-strong army by 2039 under new defence plan

Poland has unveiled an ambitious plan to grow and reshape its armed forces.

According to a newly adopted development program that was adopted in December, the country’s armed forces will grow to include 300,000 active-duty soldiers and 200,000 reservists by 2039, the General Staff of Polish Armed Forces said Friday.

The 15-year plan for the development of the armed forces sets out seven key priorities aimed at modernizing Poland’s armed forces. At the core of the strategy is enhancing military capabilities across all five operational domains - land, air, maritime, space, and cyberspace - alongside improvements in the information domain and the electromagnetic spectrum. The plan also calls for developing capabilities for cognitive operations.

The program outlines a two-tiered approach to deterrence: deterrence by punishment, which relies on precision strike capabilities to disable an adversary’s critical centers of gravity, and deterrence by denial, which emphasizes integrated missile, air, and drone defense systems to safeguard military assets and civilian populations.

Under the proposed plan, Poland’s armed forces will comprise about 227,641 active personnel in 2026.

This total is projected to include roughly 163,641 professional soldiers, 24,000 members of the Voluntary Basic Military Service, 40,000 personnel in the Territorial Military Service, 3,000 active reservists, 5,000 passive reservists, and 57,686 civilian staff. Overall, the 2026 estimate reflects a reduction of more than 14,000 personnel compared with planned force levels for 2025.
