Ukraine denies Russia’s claims of full capture of eastern Luhansk region

Kyiv has denied claims that Russian forces have taken full control of the entire Luhansk region in eastern Ukraine.

"Units of the Group of Forces West have completed the liberation of the Luhansk People's Republic," the Russian Defense Ministry said in a statement on Wednesday. In response, the spokesperson for Ukraine's Joint Forces grouping, Viktor Trehubov said Ukrainian troops were still holding small patches of Luhansk in the positions held by the 3rd Assault Brigade of the Ukrainian Army. In a statement on Wednesday, the 3rd Assault Brigade stated they were holding the last defence of Luhansk, despite around 144 Russian attacks, including the use of 19 motorized vehicles and more than 360 Russian soldiers.

The Institute for the Study of War, also confirmed that Russia controls nearly 99.84% of Luhans, but has not captured Nadiya and Novoyehorivka settlements, located east of Borova in northeastern Kharkiv region. Moreover, according to DeepState maps, the settlements of Nadiya and Novoyehorivka remain in the green zone, meaning are under control of the Ukrainian forces.

Russia has repeatedly claimed the capture of Luhansk, which is located in industrial Donbas region. The first claim about the region’s capture was made by former Defence Minister Sergei Shoigu in July 2022 and was later repeated by the region’s Kremlin-installed governor Leonid Pasechnik in June 2025. Later, in October 2025, Russian President Vladimir Putin said Ukrainian forces held positions in only 0.13% of Luhansk.  

Kyiv has repeatedly stated that Russia makes false claims about the full control of Luhansk region.
